Generally, it goes to the publisher (Square Enix in the case of Supreme Commander), or whoever owns the rights to the IP. Rarely though, when a company dissolves and no one grabs the IP, the rights go to lawyers and you’d be very lucky to see it re-released on Steam or GOG.
